Memphis approves 135-day pause on data centres
Memphis approved a 135-day pause on new data centre applications after a longer moratorium failed, alongside measures addressing water and energy use. Memphis City Council in Tennessee has approved a 135-day pause on new data centre applications until 20 October 2026. A proposed 18-month moratorium failed after a 6-6 vote, but instead approved a substitute measure introduced by Jeff Warren and Rhonda Logan by 7–5. The ordinance addresses the construction, expansion and operation of large data centres, requires closed loop water circulation systems and prohibits routine evaporative cooling, and increases the use of renewable electricity. It aligns with Mayor Paul Young’s 90-day review of data centre impacts. The decision allows Memphis to examine protections for communities hosting data centres and illustrates local oversight extending from the construction to the conditions governing their operation.
