The first reading of a proposed ordinance would impose restrictions on data center energy and water usage, and the second reading would impose a year-long moratorium on data centers in the area. This comes after the Memphis City Council voted to pause data center development for four-and-a-half months while Mayor Paul Young conducts a 90-day study to regulate the industry. County Commissioners are also considering removing the county from ongoing litigation between Memphis-Shelby County Schools and a state-imposed oversight board.
